Missing Middle Townhome Ownership Act

California is facing a housing shortage in which homeownership is increasingly out of reach across California. California is falling well short of its housing construction goals to meet demand. Building on recent efforts in Sacramento making homeownership a reality, we are sponsoring a bill to make it easier for everyday Californians to buy their first home, a townhome.

By making townhomes by right and streamlining CEQA and other conditions we are addressing the dire need for our state to grow and residents to make a good life here. We welcome your interest to support AB 1751, The Missing Middle Townhome Ownership Act. Assemblywoman Quirk Silva is sponsoring the bill. We are currently working with community members, partners and lawmakers to build support.

Build upon existing law, ensuring that more townhomes can be built more quickly with the fewest disruptions to existing law.

Provide real opportunities for first time homebuyers to enter the market, beginning to build a foundation for generational wealth and stability for their families.

NCC Task Force Recommendations

Our proposed solutions aim to help realize Governor Gavin Newsom’s goal of building 2.5 million more housing units by 2030. California's housing gap primarily impacts working, middle-class families. The ability to increase housing production that serves these hardworking Californians is dependent on three key factors:

- Acceleration of housing project entitlements and approvals.
- Reduction of the costs of construction to enable housing to be built at an affordable price to buyers and renters.
- Fixing the current local jurisdiction disincentives for building more housing.
